MANDATE AND FUNCTION
Core mandate of the ministry: The State Ministry of Education, Science and Technology (MOEST), has the overall responsibility for education sector policy, planning and monitoring.
Primary Responsibility/Functions
- Policy Development and Implementation
- Formulates state-level education policies, plans, and frameworks in line with national education policy.
- Ensures the effective implementation of education laws and reforms.
- Regulation and Supervision
- Supervises all educational institutions in the state (public and private) to ensure compliance with standards.
- Approves the establishment of schools and accredits programs.
- Curriculum Development and Quality Assurance
- Adapts and monitors the national curriculum to meet state-specific needs.
- Promotes quality assurance through regular inspections and evaluations.
- Teacher Recruitment and Professional Development
- Recruits, posts, and manages teachers and education personnel.
- Organizes continuous training and development programs to improve teacher effectiveness.
- Budgeting and Resource Allocation
- Prepares and manages the education budget for the state.
- Allocates financial and material resources to schools and education programs.
- Data Collection and Educational Planning
- Collects, analyzes, and uses education data for planning and decision-making (e.g., through the Annual School Census).
- Monitors enrollment, retention, completion, and learning outcomes.
- Equity and Access
- Promotes inclusive education by supporting access for vulnerable and marginalized groups (e.g., girls, children with disabilities, IDPs).
- Oversees initiatives to reduce disparities in education.
- Coordination and Collaboration
- Coordinates with local education authorities (LEAs), development partners, NGOs, and other stakeholders.
- Supports the implementation of national programs like UBEC, WAEC, NECO, etc., within the state.
- Innovation and ICT Integration
- Encourages the use of technology in education and digital literacy.
- Promotes innovation in teaching, learning, and school administration.
